Summary: During the Budget Update at the April 28th School Board Meeting, Board members requested additional information about what the ARP and ARP Set Aside Grants were being used for.

The purpose of the American Rescue Plan (ARP) Act Elementary and Secondary School Emergency Relief (ESSER) III Fund is to help safely reopen and sustain the safe operation of schools and address the impacts of COVID-19 on the nation’s students by addressing students’ academic, social, emotional, and mental health needs. Albemarle County Public Schools (ACPS) has been awarded $11,475,000 in ESSER III funds. Planned and current uses of the funds include:

- Additional staffing to lower class size during 2021/22 School Year
- SEL Counselors at all schools during 2021/22 and 2022/23 School Years
- Staffing and equipment for the Albemarle County Virtual School*
- COVID Nurse Coordinator for 2021/22 School Year
- COVID testing for staff
- HEPA filters on buses
- Passenger vans for after school and extracurricular activities
- Storage and moving expense for excess Furniture to allow for social distancing
- Outdoor tents*
- Installation and furnishing of mobile classrooms*
- Classrom HEPA filters*
- PPE and sanitation supplies

*Funding for these items was also provided in part by other federal grants


ACPS applied for a received an additional $1,036,620 from the American Rescue Plan (ARP) Act Elementary and Secondary School Emergency Relief (ESSER) III State Set-Aside Fund Application for Summer Learning, Before and After School, and Addressing Unfinished Learning Grant. The funds will be used to purchase the following:

- Instructional materials and associated professional development for summer school to provide a hands on, problem-based approach to learning recovery
- Instructional materials to create contemporary book rooms that align with the interests of diverse student populations
- Being a Reader literacy program for Grades 3-5 to support differentiated instruction
Funding: Funding is provided by federal grants as a part of the American Rescue Plan (ARP)
