The School Board approved the FY 2021/22 Funding Request on March 11, after the presentation of the Draft Funding Request by the Superintendent and a series of Budget Work Sessions. During these Work Sessions, three motions were put forward by School Board members, and staff will present an update on each of these. 1. Differentiated Staffing Review: ACPS provides additional funding for schools in the Division based on the percent of low-income students enrolled at each school--that is, students who are eligible for free and reduced cost school lunches. This differentiated funding, introduced approximately 20 years ago, is used to provide additional resources to improved educational achievement. A motion was approved to conduct a program evaluation of our differentiated funding model, including examining other ways the funds might be used, and as needed, engage EAB's resources to identify best practices to address the persistent achievement gap. Staff will present an evaluation design for approval. 2. Review of the Board Adopted Market: Compensation targets are guided by the data gathered from the school divisions in our Joint Board Adopted Market, as well as projections from WorldatWork. For classified employees, the target compensation level is the market median. For teachers, the target compensation level is the 75th percentile of the market. A motion was approved to review the group of current school divisions and organizations to ensure ACPS’ competitive position. Staff will present background information, considerations for input, and update on proposed process. 3. Increase the Classified Salary Increase for FY 22: Based on updated state revenues, staff will bring forward a recommendation to address the School Board’s concern that the Classified Salary Increase in the FY 22 Funding Request should be higher. The new proposal will continue to keep the budget balanced and will not exceed projected revenues.
